Whether or not the Owner(s) have elected to receive Association-provided maintenance, the Association shall have the right to enter upon any Lot and trim or prune, at the expense of the Owner, any hedge or other planting which, in the opinion of the Association, by reason of its location upon the Lot or the height to which it is permitted to grow, is unreasonably detrimental to the adjoining property or obscures the view of street traffic or is unattractive in appearance; provided, however, that the Owner shall be given not less than seven (7) days’ prior written notice of such action. The Association shall have the right to mow any vacant lot on which the grass or weeds exceed twelve inches (12") in height after the giving of one notice as aforesaid and shall have the right to charge a reasonable fee therefore, which charge shall be added to the assessment next due from such owner.
